Parents in need can apply through social workers from the Social Welfare Department or non-government welfare organizations. All applications must be referred through the Central Referral System for Children's Residential Services (CRSRC) of the Social Welfare Department

After receiving a referral from the Central Referral System for Children's Residential Services (CRSRC) of the Social Welfare Department, the hostel social worker will contact the referring social worker within one month, based on the case circumstances, to arrange an interview. On the day of the interview, accompanied by the referring social worker, if the assessment is deemed suitable and both the parents/guardians and the youth voluntarily agree, the relevant consent documents for admission will be signed, and the official admission date will be discussed. Typically, the above procedures are completed within one month

Since the hostel services are voluntary in nature (excluding child protection orders and probation order), the agreement of both the parents and the youth is required. If either party declines, the service cannot be provided smoothly. It is recommended that the referring social worker establish preliminary consensus between both parties before the interview. In special circumstances, we will consider arranging a second interview opportunity

Our residential services are only available to enrolled youths aged 12 to 18 who have full-time school placements and are facing family, behavioral, or emotional issues

Our service is an open residential service where the youth reside and attend schools in various districts during the day, commuting to and from school independently. They must have a stable school attendance habit and motivation. If the youth is unwilling to attend school, frequently misses classes, skips school, or goes missing, it is recommended that applying for a group education school may be more appropriate

The hostel holds case review meetings every six months to assess the progress and circumstances of each case. During these meetings, we will discuss the progress with the parents/guardians and the youth. If all parties agree that the progress is satisfactory, or if circumstances change and there is no longer a need for continued residential care services, arrangements can be made to conclude the services and facilitate the youth's departure at an appropriate time, with the agreement of all three parties

After the youth is admitted to the hostel, the referring social worker will become the external case worker responsible for the case. This social worker must collaborate with the hostel social worker to discuss the welfare arrangements for the youth and provide guidance. During the youth's stay, the external case worker should continuously assist in improving the family situation to facilitate the youth's timely return to family life. The hostel holds case review meetings every six months, and the external case worker should attend to understand the youth's current status and collaboratively develop strategies

Parents play an important role. They need to work closely with the hostel and the referring party to actively participate in the welfare planning for the youth, aiming to improve the youth's emotional and behavioral issues and to rebuild family relationships. Accommodation and meal fees are fully waived. However, parents/guardians are responsible for the youth's daily necessities, allowance, medical expenses, and school-related costs. These expenses will be deposited into the youth’s independent allowance account at the hostel, with clear accounting records maintained. External social workers and parents can inquire about this at any time if needed

Support for Parents/Guardians
In addition to the case support services provided by social workers, the center regularly organizes various activities for parents and families. We communicate updates to parents through hostel newsletters and electronic communication applications to enhance their understanding of hostel services and strengthen communication between both parties.
